Here's where there stipulation carries the most weight: training camp. Even 80 players leaves a team thin at a given position, and the extra 10 players opens up the possibility of creating depth at critical positions.
With a veteran roster that could stand to find additional rest for some of its most critical players, this is a roster shift that the Falcons are happy about.
This stipulation came about in the league's most recent collective bargaining agreement. In previous off seasons, NFL rosters never exceeded 80 players under contract at a given time.
